Hey Steve,
The white spacer pushes the needle down because of the copper/brass plate (http://www.geocities.com/tramnath/Whitespacer6.jpg) that sits on top of that. So if you remove the spacer the needel moves up...there is a spring underneath the washer that does this job automatically. If you open up your carb you would understand this better.
